One day after the broadcast of the Al Jazeera Arabic documentary “Tip of the Iceberg” — in which the Hind Rajab Foundation (HRF) revealed the identity of the Israeli battalion, company, and commanders responsible for the killing of six-year-old Hind Rajab — the Foundation has submitted a 120 pages Article 15 filing to the International Criminal Court (ICC) in The Hague.
This new filing names 24 Israeli soldiers and commanders responsible for the killing of Hind Rajab, six members of her family, and two Palestinian Red Crescent paramedics, Yusuf al-Zeino and Ahmed al-Madhoun, who were deliberately targeted while attempting to rescue her on 29 January 2024 in Gaza City.
The 24 Named Perpetrators
The submission builds on HRF’s first communication of 3 May 2025, and provides detailed evidence identifying the Vampire Empire Company of the 52nd Armoured Battalion (“Ha-Bok’im / The Breachers”), operating under Israel’s 401st Armoured Brigade.
The complaint names:
Colonel Beni Aharon, Commander of the 401st Armoured Brigade
Lieutenant Colonel Daniel Ella, Commander of the 52nd Armoured Battalion
Major Sean Glass, Commander of the Vampire Empire Company
along with 22 identified tank crew members of the same company who directly participated in or facilitated the attack.
In the Al Jazeera Arabic documentary, HRF publicly revealed the identities of the commanders and of tank crew member Itay Cukierkopf. The remaining 22 names have now been submitted confidentially to the ICC and will be made public progressively, as national-level complaints are filed in different jurisdictions.

I tried to copy-paste but found the text would not copy (it’s no wonder). The following stunning text – part of a UAE law in translation – was copied out manually by me.

“Any person who intentionally engages in any act against a foreign country that may prejudice the political relations or expose the nationals, employees, property or interests of the State to any threat of reprisals, shall be sentenced to life in prison.”
With the UAE’s normalization deal with Israel, that now means that anyone in the Emirates who does anything to criticize Israel – perhaps even symbolically tearing up Benjamin Netanyahu’s picture – could face a life sentence.
When you consider that the US indulges such brutal force by its ally, the dictatorial UAE, against its own people, it is stunning that Washington and its lackeys in media so blithely call Russia a “dictatorship” while giving the UAE a pass, welcoming it into the community of democratic countries.
That report was from 2021, 4 short years ago, and now, despite such efforts to stifle free speech, the entire world – having seen the fruits of Israeli atrocities, has turned against Israel and nothing will change that.
And this despite the desperate Donald Trump’s legal moves to shut down criticism of Israel on our university campuses.
No president has ever been this out of touch with the political reality.
But no president has ever been this cognitively challenged before.

It will not happen. Israel would lose all of its support from the United States if that happened,” Trump noted, when asked about the consequences of a potential Israeli annexation of the West Bank.

The Israeli parliament’s press service reported earlier that the Knesset had passed the preliminary reading of two bills on applying Israeli sovereignty to two settlements in the West Bank. On July 23, the Knesset adopted a declaration calling on the country’s government to extend Israeli sovereignty to the West Bank. As many as 71 out of 120 lawmakers voted in favor of the declaration, while 13 abstained.

Israel’s Diplomatic Crisis: A Failure in Policy, Not in Propaganda
A dominant narrative in Israel today attributes its diplomatic failure to what it calls a “failure in propaganda work,” as if the problem lies in weak promotion rather than in the policies themselves. Earlier this month, the Israeli government approved the allocation of an additional 150 million shekels to the Ministry of Foreign Affairs to fund propaganda activities related to Operation Iron Swords, including 90 million for media campaigns and 60 million for bringing international delegations. Since every increase in one item requires a cut in another, the Council for Higher Education’s budget was cut by the same amount, effectively replacing spending on knowledge with spending on propaganda.
Israeli official and media circles frequently talk about a “propaganda failure,” alleging an inability to provide convincing justifications for Israeli policies in Gaza. However, this approach ignores the essence of the crisis. As journalist Nadav Eyal wrote in Yedioth Ahronoth, “Israel doesn’t suffer from a propaganda problem, but rather from a fundamental problem: the humanitarian crisis and the number of civilian casualties.” He recalls that the statements of some ministers, led by Bezalel Smotrich, reveal the true intent to commit war crimes. Smotrich said that Gaza would be “completely destroyed” and that its residents should “seek resettlement elsewhere,” adding on another occasion that “occupying Gaza and annexing it to Israel” is an existing goal.
This crude language is not marginal; it is being exploited against Israel internationally. The Knesset’s Foreign Policy and Media Subcommittee discussed the issue of “political isolation” following the war, amid criticism of the absence of Foreign Ministry representatives. The committee chairman acknowledged that “every extremist statement is translated and used against us,” pointing to the direct harm caused by statements by ministers such as Itamar Ben-Gvir and Smotrich, such as the former’s statement that “we will build a villa neighborhood in Gaza” and the latter’s description of the Strip as a “real estate treasure.”
In the same session, the Director General of the Ministry of Culture and Sports addressed concerns about Israel’s exclusion from sports federations such as FIFA and UEFA, considering a “silent boycott” more dangerous than public decisions. Meanwhile, representatives of the Federation of Israeli Manufacturers warned that political isolation was beginning to impact the Israeli economy, with Israeli companies being ignored and excluded from international trade fairs.
The irony continues when representatives of national security point out that “relations with the most important countries” remain good, attempting to explain the international decline as a result of a “delegitimization campaign” against Israel, rather than its actions in Gaza. However, data from the Institute for National Security Studies shows the opposite: within a few months, Europe shifted from supportive to critical, culminating in France’s recognition of the State of Palestine. One researcher comments that Israel “burned bridges and proved it has forgotten the meaning of diplomacy.”
Despite the hundreds of millions of shekels invested in the propaganda apparatus, the relevant authorities themselves acknowledge a lack of planning and personnel. The “national propaganda apparatus” boasts that its messages reach “seven billion people,” but it lacks a stable leadership and structure. The Foreign Ministry, meanwhile, is waging what it calls a “war on consciousness,” with a budget of NIS 545 million, but believes its impact is weakening with time and the world’s forgetting of the events of October 7.
The chairman of the parliamentary committee concluded the session on a pessimistic note, calling for “admitting mistakes” and regulating the powers of the media. In Haaretz, Roi Schwartz wrote that blaming the diplomatic failure on weak propaganda is merely an evasion of the truth, citing a speech by opposition leader Yair Lapid in which he denied Israel’s crimes in Gaza, saying, “There was no genocide and no intention to starve.”
Schwartz believes this rhetoric, shared by both the opposition and the coalition, reflects a solid “wall of denial” that prevents recognition of Palestinian suffering despite accumulating evidence. With the Gaza Strip open to foreign journalists, the world will begin to see what Israel has tried to hide, from the stories of the victims to the horrors buried beneath the rubble. “No propaganda campaign will succeed in confronting the truth,” the author concludes, emphasizing that the only path to recovery is through acknowledging what was committed in Israel’s name. UAE academic says most Emiratis oppose normalisation with Israel

An Emirati academic and professor of political science has revealed the result of a recent opinion poll which suggests that a large majority of his fellow UAE citizens, 71 per cent of respondents, oppose normalising relations with Israel and consider it a negative step.
“As far as I know,” said Dr Abdul Khaliq Abdullah on Twitter, “no Emirati has gone to Israel for a holiday this summer. If any did, they went secretly, ashamed and in hiding.” The “farce” of welcoming Israel to the UAE, he added, seems to have come to an end.
According to the opinion poll shared by Abdullah, as many as 35 per cent of Emiratis regard normalisation with Israel as “very negative”, while 36 per cent of respondents said it was “slightly negative”. [Certainly, the 2021 law banning anti-Israel speech under penalty of life imprisonment will have had a chilling effect on this poll! The percentage of 35% is out of keeping with polls in other Arab countries with over 90% opposing normalization with Israel]
The Washington Institute published an opinion poll on 15 July indicating an increase in the number of Gulf Arabs who reject the Abraham Accords. Only a few faint voices accept the establishment of relations with the occupation state.
Israel and the UAE signed an agreement to normalise relations on 14 September, 2020, under the auspices of former US President Donald Trump.

This piece really made me think about accountability. Naming specific individuals at the ICC is a significant step. What if this becomes a templete, a real algorithmic shift for globaal justice? It could fundamentally alter how international law is applied, making impunity much harder to sustain.
