NATO, being a creature of Washington, can only wage wars on fictional enemies, and worse, the entire collective West, being ideologically bound to a peculiar version of capitalism, cannot significantly boost the volume of weapons it needs to fight a war with either a real enemy or a traditional make-believe enemy like Russia, China or Iran because of the sacred concept of the profit motive. Thus, if the CEO of a weapons maker receives a request to manufacture x number of artillery shells within a given time frame, he or she must ask him/herself if this would, for example, require a significant expansion of the company’s factory output capacity.
Increased output might require building a new factory, in which case, the CEO needs to know roughly when the war might end, and if it would end within a short time, would the output requirement last long enough to justify the cost of the new production increase.
Normally, the government issuing the request cannot predict when the conflict will end, and in that case, the expansion of production will be a risk, possibly an unaffordable risk that makes the investment unfeasible.
This is the main reason the capitalist West cannot increase the shell output.
Russia, though also capitalist, does not have this problem. The Russian government can subsidize a shell output that does not depend on the duration of the war. It can afford to build up an unlimited surplus based on the fact that it has an unlimited number of REAL enemies seeking to destroy it based on an irrational Russophobic ideology, and it cannot ever have too many shells on hand.
