Jeffrey Sachs has made a lot of very good speeches, some on video, and I enjoy listening to them.
However, if you mention Sachs in Russia, those who remember have seen him as one of the advocates and designers of the "shock therapy" that helped the west loot Russia.
How to explain this apparent disparity between Jeffrey's word and Jeffrey's deeds?

Clearly, if you listen with an open mind to any of Jeffrey's statements, you can get a sense of his frustration with US foreign policy, and this frustration comes from what Jeffrey had hoped to do for Russia compared to what he was allowed to do by the Washington hegemons of the PNAC (Project for a New American Century) that was just starting to do its dirty work at that time.
Jeffrey's main sin was naivete.
I took part of the title of today's feature article from the American gospel song Amazing Grace, which was written by John Newton, a former slave trader, who had a deeply emotional epiphany, accepted Jesus and repented of the sins he had committed against the black African slaves. How 'shock therapy' has ruined Russia

It is now more than one year since the austerity program known as "shock therapy" has been in place in Russia. The program has been an unmitigated disaster, as the following review documents.
On Jan. 2,1992, the new economic team of Russian President Boris Yeltsin announced dramatic measures of price decontrol and other steps apparently intended to stop the collapse of the Russian economy. The program, designed by 36-yearold Harvard University economist Jeffrey Sachs, in concert
with the International Monetary Fund (IMF), was labeled "shock therapy." Like its counterpart for treatment of severe psychosis, this economic shock therapy is utterly incompetent in the task of obtaining a healthy economic organism.
On Jan. 2, 1992, the Russian government began to implement the bold program of economic czar Yegor Gaidar, reversing more than 60 years of state price control and beginning to unfreeze prices on 90% of consumer goods and 80% of industrial goods. On the rest, prices rose immediately by
some 350%, by state fiat. By the end of that January, consumer price inflation had increased 500%.
At the same time, to attack this state-created inflation explosion, the state bank simply stopped printing money, meaning prices on goods soared while money to buy the necessary goods contracted. The Russian Central Bank in the first quarter of 1992 increased its interest rates to local (state owned) banks from 2% in late 1991 up to more than 80% by April 1992, and removed interest restrictions on member banks altogether, which meant that ruble credits for rebuilding industry were impossible to pay.

Jeffrey Sachs' big mistake: Trusting the US government, believing they actually wanted to help Russia
Jeffrey went to Russia with the best of intentions, sincerely wanting to help boost the Russian economy. His economic plan had worked in Poland, but Washington was ONLY interested in preserving its hegemony and refused to implement Sachs' plan - which had yielded such good results in Poland.
When the attempt failed, Sachs got the blame for it. To put it bluntly, Sachs was framed.

On the economic "reform" in Russia in the 1990s

[A friend who had knowledge of Sachs’ work in Russia warned me that there was a dark side to Jeffrey Sachs, and that Russia supposedly does not report mucy which encouraged me to do some research. This issue is dedicated to presenting the results of this research. The fact that the Russians published a translation of this disclosure written by Sachs indicates that he is not hated in Russia, despite the failure of his work in the economy there. His explanation has been understood and I believe he is now in fairly good standing]
In the first half of the 1990s, the name of Jeffrey Sachs was constantly mentioned in the Russian media. He was an "economic guru" from America who arrived in the USSR at the invitation of the first and last president of the Soviet Union in order to help the country move from the "administrative-command" model of the economy to a "market" one. The Union soon fell apart, but Jeffrey Sachs did not return to America, but switched to consulting the leadership of "democratic" Russia. From the fall of 1991 to January 1994, he was the head of the group of economic advisers to Russian President Boris Yeltsin in the teams of Prime Minister Yegor Gaidar [heavily influenced by the US] and Finance Minister Boris Fyodorov.
It is known that immediately after the formation of "democratic" Russia on the ruins of the USSR, a bunch of advisers arrived, who numbered in the hundreds. There were advisers from Europe, there were some from America. As Russian President Vladimir Putin admitted in December 2021, American advisers did more harm than good. On the air of the Russia-1 channel in the film "Russia. Modern History" he said that the European experts with whom he spoke later criticized the activities of American advisers invited by Russia in the 90s: "I then talked with a lot with experts, say, from Europe, and they very critically assessed the activities of our American advisers at that time." According to him, European experts "believed that the proposed solutions were wrong." "This can be argued, but, in any case, such a critical view of the work of this cohort, it took place not only now, but also then, and not from a Russian observer or from Russian experts, but from European experts," the president emphasized.
He further admitted that there were also representatives of the American intelligence services among the advisers. "They were sticking their noses in everywhere, and even if they were not CIA career employees, they probably reported to both the State Department and the CIA on the results of their work," Putin said, adding that the intelligence services did not even have to be very inventive to get somewhere. In particular, an agreement was signed, thanks to which, he said, "American specialists sat at some nuclear complex enterprises" and "went there like to work, every day."
And if the names of most of the American advisers were known only to a narrow circle of people from Russian ministries, then the American Jeffrey Sachs was a very public figure, he was presented as almost the savior of Russia.
Judging by a number of signs, he could not belong to the category of CIA career employees. [This is an important exculpatory clue. This Russian author acknowledges that Sachs did not fit in with the US plan to bring Russia do its knees, and this fits in with that Sachs himself has been saying] He studied at Harvard, where he received successively bachelor's (1976), master's (1978) and doctorate (1980) degrees. He also taught there, and since 1983, already as a full professor.
In his ideological convictions, Sachs is a supporter of neoliberalism [I am not sure he STILL supports this], a follower of the American economist Milton Friedman, the main monetarist. The latter introduced the concept of "shock therapy" half a century ago, which is understood as a set of decisive measures to transfer the so-called administrative-command economy [socialist] to the rails of market development. "Shock therapy" was tested in practice in Chile half a century ago, when a military coup was carried out in the country, the legitimate president Salvador Allende (a socialist) was killed and General Pinochet seized power. In the economy, management was transferred to the so-called Chicago boys (American advisers and local economists, whom the Americans had prepared in advance under the "scientific guidance" of Milton Friedman). As a result of the "shock therapy" in Chile, all socially oriented reforms of Salvador Allende were cancelled in the shortest possible time, state participation in the economy was curtailed, all restrictions on foreign capital were lifted, American corporations (nationalized by Allende) restored their previous positions, etc.
The newly minted Harvard professor was offered to combine teaching work with the work of an economic adviser to the governments of those countries that were ready to switch to the rails of a market economy. In 1985, Jeffrey Sachs became an adviser to the government of Bolivia, he was instructed to help suppress inflation, which was measured in many thousands of percent per year. He proposed a rather radical reform project, on the basis of which the country's authorities subsequently issued decree D.S. 21060, which combined 200 laws. Indeed, inflation dropped to 10%. One of the secrets of the reforms was the reorientation of the Bolivian economy to coca cultivation or cocaine production: this "branch" of the economy generated 10 times more income than all the country's crop production. There was no breakthrough or economic miracle, and Bolivia remained on the list of the poorest countries in Latin America.
But after Bolivia, Sachs was already called an "economic guru" who saved countries with so-called transition economies. Since 1989, Sachs has been an adviser to the Polish government. It was supposed to be made an example that should inspire other socialist countries to switch to a market economy. In Poland, Sachs was assisted by the famous financier George Soros [since discredited]. In addition, the International Monetary Fund stood behind Sachs. The Sachs-Soros reform plan was approved by the IMF. The Fund provided Poland with a stabilization loan of $ 1 billion and a reserve loan of $ 720 million. The annual inflation rate in Poland dropped sharply, the economic decline was stopped and economic growth began. After this, the IMF began to tout Poland as an example of what a miracle the transition from an administrative-command model to a market can create. At the same time, the rating of the "economic guru" Jeffrey Sachs certainly increased. And so Sachs is recruited into saving "democratic" Russia, which it is important to put on the rails of a "market" economy from the very beginning. We will not talk about what these "reforms" were and how they proceeded. I believe that readers remember them well. I would now like to draw attention to some of Jeffrey Sachs's "revelations" about these reforms, which he shared after he left Russia.
One of the first "revelations" was heard on the pages of our "Nezavisimaya Gazeta" on December 31, 1998. Here is a fragment: "The main thing that let us down was the colossal gap between the reformers' rhetoric and their real actions... And, it seems to me, the Russian leadership has surpassed the most fantastic ideas of Marxists about capitalism: they believed that the state's job is to serve a narrow circle of capitalists, pumping as much money into their pockets as quickly as possible. This is not shock therapy. This is a malicious, deliberate, well-thought-out action, the purpose of which is a large-scale redistribution of wealth in the interests of a narrow circle of people." Jeffrey Sachs, who came into contact with different people during his consulting work in different countries and who, it would seem, could not be surprised by anything, was surprised by what he saw in Russia. Although, it seems, he was supposed to conduct "shock therapy" in Russia, but at the same time he himself experienced a shock. We often and rightly recall those "dashing" 90s, which demonstrated the greed and unscrupulousness of domestic "reformers" (E. Gaidar, A. Chubais, B. Fedorov, etc. [Chubais has now been declared a “foreign agent” in Russia]). But, it turns out, the cynicism of the ruling elite of Russia was striking even to American advisers accustomed to everything.
In part, of course, such "revelations" are intended to rehabilitate Jeffrey Sachs himself, who made his contribution to the destruction of Russia. Perhaps the American "economic guru" has a voice of conscience, and is retroactively trying to correct what he cannot help but bear joint responsibility for along with the Russian "reformers"? Much later, Jeffrey Sachs came out with a "revelation" that contains barely concealed irritation with the position that America took in relation to the Russian Federation at the moment of its birth. "Bush and Clinton have decisively failed to cope with the task of supporting economic reforms in Russia, because of which the United States has failed to fulfill its role and missed the opportunities associated with it," he wrote on his Twitter on April 16, 2017.* "And NATO expansion has only made things worse." Sachs did not stop there, stating: "The irresponsibility of the actions of the American government in the 1990s has still not been realized by us. The US government missed a unique historical moment, as I warned them about then." As if trying to finally unburden his soul, Sachs continued: “I was involved in reforms for two years, from December 1991 to December 1993. I left because of the idiotic policies of the United States and the growth of corruption. The United States failed miserably.” Also: “The Russian government asked me for help. I made recommendations, but they were rejected by the United States. This was a mistake.” That is, Jeffrey Sachs began to understand that America was not ready to save Russia, it had the opposite task - to weaken Russia (if not destroy it). The big question remains: did Sachs really not understand this thirty years ago?

It is clear from the title itself that Sachs has taken a very critical position towards America, which he represented in Russia as an adviser three decades ago. Apparently, the American economist's conscience continues to torment him, and he has become even more aware of what he, in his naivety, did not see in the 1990s.
This video was commented on by American journalist and expert John Walsh in the article “The First US Onslaught to “Weaken” Post-Cold War Russia”. It has been disseminated by many foreign media outlets today, but was first published on January 6, 2023, on the website “The Unz Review”. The subtitle of the article is: “Even before NATO expansion, the West sought to economically strangle Russia”. This is almost a literal phrase from Jeffrey Sachs from his video speech.
In this video, Sachs shows that Washington’s attitude to his recommendations for Poland and Russia was not just different, but diametrically different. Sachs on what happened in Poland: “... in the case of Poland, I made a number of very specific recommendations, and all of them were accepted by the US government - the creation of a stabilization fund, writing off part of Poland’s debt, allowing many financial maneuvers to get Poland out of a difficult situation. And you know, I patted myself on the back. — Oh, look at that! I make a recommendation, and one of them, for a billion dollars in stabilization funds, was accepted by the White House within eight hours. So I thought, “Pretty good.”
And here’s what happened first in the USSR, and then in the Russian Federation: “Then there was a similar appeal, first from Gorbachev, in the last days, and then from President Yeltsin. Everything I recommended, based on the same economic dynamics, was flatly rejected by the White House. I didn’t understand it, I must tell you, at the time. I said, “But it worked in Poland.” And they looked at me with blank eyes. In fact, the acting Secretary of State in 1992 said, “Professor Sachs, it doesn’t even matter whether I agree with you or not. It’s not going to happen.”
John Walsh believes that the current war in Ukraine is the latest of several attacks that the West has carried out against Russia over three decades. But the first attack was not military, but economic: "The West's first attack on Russia after the end of the Cold War began in the early 1990s, long before NATO enlargement. It took the form of a US-induced economic depression in Russia that was deeper and more destructive than the Great Depression that devastated the US in the 1930s. And this happened at a time when the Russians were naively talking about a "common European home" and a pan-European security structure that would include Russia."
John Walsh directly refers to Jeffrey Sachs, who in the video speech directly stated that the so-called reforms of the 1990s provoked the worst economic recession in the country. The author of the article, John Walsh, additionally deciphers this statement of the "economic guru" with statistical data from the IMF itself.
With the start of "shock therapy" in 1991, the Russian economy collapsed to 57% of its 1989 level, that is, by 43%! For comparison, the US economy during the Great Depression of the 1930s fell to 70% of its pre-depression level, that is, by 30%. The average life expectancy in Russia during this period decreased by about 4 years. Poverty and hopelessness became the norm.
John Walsh writes: "In my experience, few Americans know about this, and even fewer understand its scale." Hinting at the fact that if Americans understood what America did to Russia in the 90s, then, perhaps, they would more clearly understand the true reasons for America's military and financial support for Ukraine in the current war against Russia. [Thus, in addition to the motives generally given for Russia’s incursion into Ukraine (ie, the violation of the promise not to expand NATO eastward and the shelling of Donbass, there is this deliberate attempt to destroy the Russian economy in the 90s — an attempt to which Sachs did not contribute voluntarily or maliciously]

Russia should strike Ukraine with the Oreshnik medium-range missile system in response to the Ukrainian Armed Forces' attack on the city of Aleshki in the Kherson region. This was stated by the first deputy chairman of the State Duma Defense Committee Alexei Zhuravlev in an interview with News.ru.
According to him, the Ukrainian military committed a terrorist act, and it must be documented and investigated. It is necessary to identify the specific military units and commanders who gave the order to strike Aleshki.
"We need to reconnoiter their location coordinates and cover them with a couple of Iskanders or one Oreshnik, so that other servicemen in the Ukrainian Armed Forces would at least think twice before hitting Russian civilians," Zhuravlev said.
On May 1, drones of the Ukrainian Armed Forces attacked the central market in Oleshky, resulting in more than 20 people receiving injuries of varying severity. Kherson Oblast Governor Volodymyr Saldo reported that seven people received injuries incompatible with life.
The Investigative Committee opened a criminal case after the Ukrainian Armed Forces attack. According to the agency's official representative Svetlana Petrenko, the Ukrainian military attacked the market territory using drones.
Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik called the incident a deliberate act of assassination against civilians. He emphasized that the Ukrainian Armed Forces soldiers committed a "monstrous atrocity."
Earlier, the Federation Council called on the Ukrainian Armed Forces “not to be offended” by the retaliatory strike for the attack on Aleshki.

This excellent article by Walt King was published on The Unz Review website on 26 April 2025. Over a number of years I have had the privilege of leading several tours to China for a well known Swiss travel company. I have spent in total almost six months in mainland China, visiting Beijing, Nanjing, Shanghai, Xian, Guangzhou, Guilin, Wuxi, and many smaller places not on the regular tourist routes. On every occasion I walked on the Great Wall and visited the Terracotta Warrior Museum. I also made several lengthy private videos of my visits as a tour manager during different seasons of the year. I was received everywhere with the greatest kindness and courtesy.
I had political and religious discussions with some of the official guides and was never restricted in any way from going anywhere, either as the leader of my groups of 45 to 50 people, or on my own. It is a lie that Bibles cannot be brought into China: As I think I mentioned elsewhere I used to leave my Bible on my bedside table during the day while I was out with my group in places where we stayed for more than one night, and it was never touched and I was never questioned about it.
I therefore consider myself more suitably qualified to comment on the real political, social, economic, religious and cultural situation in the People's 'Republic of China than those Westerners who have never visited that country and who would probably have difficulty pointing to its position on a map of the world, living instead as they do in their Sinophobic world of hostile Western make-believe about a wonderful country with about 5,000 years of history and culture from which we Westerners, and particularly the US with its few hundred years of its existence, could learn much.
