The public statements Trump makes are meant, well, for the public. This is borne out by his record. Nobody in his right mind undertakes serious, difficult negotiations by public media channels.
Now there are many detractors, incited by years of media-orchestrated ridicule, that claim Trump is an idiot. He is not. He is smart, educated, and has practiced negotiating, successfully, in very hostile markets. Right now he is just scoring points with the American public, which is his crucial domestic support base.
When he does get to the negotiating table, he is likely to just try to achieve a PR victory, while ceding the real victory to Russia, because he is actually aware of the poor hand of cards he is holding. But bluffing publicly is part of the game. And the same goes for the Russian nuke allusions. Both sides are showing off how tough they are, in preparation for the actual dealing.
